This is a Points tested stream. You can be in or outside Australia to apply for this visa. Spouses and Children can be included in this application. The higher points get a preference for invitation.

The visa is a permanent visa, allowing applicants to remain in Australia indefinitely with full work rights. This visa requires nomination by a State.
Each State has its list of occupations based on an internal survey of their skills shortages. They have various requirements which are needed to be met to be eligible for sponsorship. They may range between Language ability, Work experience or even a Job offer.
The Sponsoring States expects the applicants to stay with them for at least 2 years living and 1 year working there.

Subclass 489 – Skilled Regional ( Provisional ) Visa
The visa is a 4 year Provisional Visa. The visa requires applicants to live for at least 2 years and work for at least 1 year ( within those 2 years ) in the State that sponsored them. This would enable them to apply and get their Permanent Residency.
It is possible to be sponsored by a State or a Relative living only in a “Designated Area ” including major cities of Melbourne, Canberra, and the Gold Coast.
